Тибқи нақшаи кумитаи иҷроияи ҲХДТ дар шаҳри Чкалов дар маҷлисгоҳи филиали коллеҷи тарбияи ҷисмонӣ дар шаҳри Чкалов соати сиёсӣ бо устодону донишҷӯёни коллеҷ дар мавзӯи «Сарқонун – бахтномаи миллат» баргузор гардид. Дар он раиси кумитаи иҷроияи шаҳрӣ Усмонов И. ба сухан баромада, аз таърихи қабули аввалин Сарқонун тариқи райпурсӣ умумихалқи дар ҶТ сухан кард. Мавсуф таъкид кард, ки эҳтироми Конститутсия вазифаи муқаддаси ҳар як шаҳрванд мебошад. Зеро бо шарофати ҳамин санади муқаддас ояндаи дурахшони Тоҷикистон асос гузошта шуда, Сарқонуни ҷумҳурро Созмони амният ва ҳамкорӣ дар Аврупо ба қатори 5 Конститутсияи беҳтарин давлатҳои ба ташкилот дохилшаванда, ҷой додааст. Инчунин ҳангоми суҳбат Усмонов И. оиди иштироки ҲХДТ дар рушди низоми қонунгузории кишвар, таҳкими рукнҳои давлати ҳуқуқбунёд, ҷомеаи шаҳрвандӣ, ҳифзи сулҳу субот ва амнияти иқтисодии кишвар зери роҳбарии оқилонаи Раиси ҳизб мӯҳтарам Эмомалӣ Раҳмон таъкид карда, донишҷӯёнро барои аъзо шудан ба сафи ҳизб ва бо ин васила саҳмгузор будан дар рушду нумӯи Тоҷикистони азиз даъват кард. Ҳамзамон дар бораи шомилшави ва гаравидани ҷавонон ба ҳизбу ҳаракатҳои ифротӣ, тамоюли бегонапарастӣ, ба бар кардани либосҳои ғайр ва ҳодисаҳои аввали моҳи сентябр, ки аз ҷониби хоинони Ватан бо дастури хоҷаҳои ғайр, ки сулҳу субот ва амнияти кишварро дидан намехоҳанд сухан ронд.

Ҷавонони коллеҷ ба сухан баромада ваъда доданд, ки ҷавобан ба дастгириву ғамхориҳои давлату ҳукумат ва махсусан Сарвари давлат мӯҳтарам Эмомалӣ Раҳмон дар корҳои ободониву созандагӣ баҳри гул-гул шукуфоии давлат, ҳисса гузошта, мутахассисони варзидаи соҳаи худ шуда, самти варзиш ва тарзи ҳаёти солимро боз ҳом вусъат хоҳанд бахшид.
