Дар ин бора Александ Зуев, намояндаи доимии СММ, ҳамоҳангсози Барномаи Рушди СММ дар Тоҷикистон зимни мусоҳибаи хосса бо хабарнигори АМИТ «Ховар» изҳор дошт.
Александр Зуев зимни мусоҳиба андешаҳояшро дар мавриди иштирок ва суханрониҳои Эмомалӣ Раҳмон дар ҷаласаи 70-уми Ассамблеяи Генералии Созмони Милали Муттаҳид дар Ню-Йорк чунин иброз намуд:
«Мо бисёр хушнуд ҳастем, ки Президенти Ҷумҳурии Тоҷикистон тавонист дар иҷлосияи Ассамблеяи СММ иштирок намояд. Имсол 70 солагии таъсиси СММ ва 70 - умин ҷаласаи Созмони Милали Муттаҳид мебошад. Бояд гуфт, ки дар ҳошияи Ассамблеяи СММ инчунин форуми хеле муҳим- чорабинии сатҳи баланди СММ «Аз Ҳадафҳои Рушди Ҳазорсола то Ҳадафҳои Рушди Устувор дар минтақаи Осиёву Уқёнуси Ором» баргузор гардид. СММ на танҳо Тоҷикистонро дастгирӣ мекунад, балки Президенти Тоҷикистон, Ҳукумати Ҷумҳурии Тоҷикистон ва халқи тоҷик низ СММ-ро фаъолона дастгирӣ мекунанд. Аз ин рӯ, ин ҳамкории мутақобилан судманд мебошад. Бешубҳа, он нуктаҳое, ки роҳбари давлати Тоҷикистон аз минбари СММ дар мавриди рушди устувор ва ҳамкорӣ дар соҳаи об зикр намуд, барои мо хеле муҳиманд. СММ ташаббусҳои Э. Раҳмон, Президенти Ҷумҳурии Тоҷикистонро фаъолона дастгирӣ мекунад. Бояд гуфт, ки имсол бори дуюм аст, ки Эмомалӣ Раҳмон бо Дабири кулли Созмони Милали Муттаҳид Пан Ги Мун вохӯрд. Зимни вохӯрӣ Пан Ги Мун барои ташаббусҳои Тоҷикистон ва Э.Раҳмон марбут ба масъалаҳои об ва тағйирёбии иқлим изҳори миннатдорӣ намуд. Президенти кишвар Эмомалӣ Раҳмон зимни суханрониҳои худ дар Ню Йорк ташаббуси навро дар мавриди мусоидат ва ҳамкорӣ дар мубориза бар зидди тағйироти иқлим дар Осиёи Марказӣ, ки метавонад ба рушди иқтисодӣ ва иҷтимоӣ дар минтақа таъсири манфӣ расонад, пешниҳод намуд. Президенти Ҷумҳурии Тоҷикистон маҷмӯи мақсадҳои рушди байналмилалӣ ва Ҳадафҳои Рушди Ҳазорсоларо, ки аз соли 2000 то соли 2015 амал мекарданд, пурра дастгирӣ менамояд. Ин ҳадафҳо дар нақшаҳои миллии рушд ва стратегияҳои Тоҷикистон, ки Ҳукумати Ҷумҳурии Тоҷикистон ва Парлумони он тасдиқ намудаанд, инъикос ёфтаанд.
Барои мо хеле муҳим аст, ки рушди Тоҷикистон бо ҳадафҳои байналмилалӣ ҳамоҳанг аст. Мо бо қаноатмандӣ изҳор медорем, ки Эмомалӣ Раҳмон ягона Сарвари давлатест, ки аз соли 2000 то ин ҷониб дар тамоми саммитҳои Созмони Милали Муттаҳид, ки дар Ню-Йорк ва кишварҳои дигар вобаста ба Ҳадафҳои рушди ҳазорсола баргузор мешуданд, иштирок намудааст. Бояд зикр кард, ки Президенти Тоҷикистон ҳамчунин аз минбари Созмони Милали Муттаҳид зарурати ба эътидол овардани вазъи Афғонистон, муҳимияти мубориза бо терроризм ва қочоқи маводи мухаддирро таъкид дошт. Мо бовар дорем, ки ин самти пешгирифтаи Тоҷикистон барои минтақа ва ҷомеаи байналмилалӣ муҳим аст. Ин нуктаи суханронии Президент таваҷҷуҳи ҷомеаи ҷаҳониро ҷалб намуд. Ман фикр мекунам, ки Тоҷикистон на танҳо дар муҳокимаҳои умумӣ иштирок мекунад, балки чорабиниҳои махсус гузаронида, худро ҳамчун як кишваре нишон медиҳад, ки на танҳо дар Тоҷикистон бо СММ ҳамкории хубро роҳандозӣ намудааст, балки иқдомҳои ҷаҳонӣ ва минтақавиеро, ки қобили диққатанд, пешниҳод менамояд. Ҳамаи ташаббусҳои Эмомалӣ Раҳмон муҳокима ва баррасӣ мешаванд, зеро ин ташаббусҳо ба бисёр кишварҳо дахл доранд».
Дар бораи эътироф шудани Эмомалӣ Раҳмон ҳамчун роҳбари пешсаф дар масъалаҳои об ва эълони Даҳсолаи нави «Об барои рушди устувор А.Зуев чунин ибрози андеша намуд:
