Дар мусоҳиба бо хабарнигори телевизиони СММ Шакунтала Санзиран Асосгузори сулҳу ваҳдати миллӣ-Пешвои миллат, Президенти Ҷумҳурии Тоҷикистон муҳтарам Эмомалӣ Раҳмон дар шаҳри Ню-Йорки Иёлоти Муттаҳидаи Амрико дар доираи Конфронси оби Созмони Милали Муттаҳид-2023 зикр кард, ки Конфронси мазкур таърихӣ аст. Ҳақиқатан ҳам ин конфронс таърихӣ аст, зеро ки он дар таърихи Созмони милали Муттаҳид бори дувум - баъди 46 сол ба вуқуъ пайваст.

Ин конфронс таърихи гузашта, имрӯза ва оянда дорад.

- Дар гузаштаи начандон дур, бо ибтикори Тоҷикистон Маҷмаи умумии СММ тайи 20 соли охир 9 қатъномаи марбут ба масъалаҳои обро қабул кард, ки заминаи муносибро барои эълон кардани соли 2003 – Соли оби тоза, соли 2013 - соли байналмилалии ҳамкорӣ дар соҳаи об, ва солҳои 2005-2015 ва 2018-2028 мутаносибан эълон кардани ду даҳсолаи байналмилалии амал - “Об барои ҳаёт” ва “Об барои рушди устувор”-ро фароҳам оварданд.

- Имрӯз, диққати тамоми давлатҳои дунёро мизбонони асосии конфронс Пешвои миллат, Ҷаноби олӣ, Президенти Ҷумҳурии Тоҷикистон Эмомали Раҳмон ва Подшоҳи Нидерланд Виллем Александр ба масъалаи муҳимтарини дунё «об манбаи ҳаёт» ҷалб намуданд, ки ин ҳақиқатан ҳам як воқеаи муҳими таърихӣ аст. Чуноне ки Пешвои миллат дар суханронии худ иброз намудааст: «Ин се рӯз дар ҳақиқат моро нерӯи наве бахшид: мо аҳли ҷаҳонро ба шаҳри Ню-Йорк овардем, акнун мо метавонем амалҳои таҳиягардидаи муштаракро дар соҳаи об ба ҷаҳон расонем». Конфронси мазкур қадами аввал дар роҳи татбиқи қатъномаи нави Созмони Милал оид ба эълон намудани соли 2025 ҳамчун Соли байналмилалии ҳифзи пиряхҳо ба шумор меравад.

- Дар оянда, ҳар сол 21 март ҳамчун “Рӯзи ҷаҳонии пиряхҳо” муайян шудааст ва шурӯъ аз соли 2025 ҷаҳон се рӯз пайи ҳам аз 21 то 23 март ҷашнҳои марбут ба об, яъне Рӯзи пиряхҳо, Рӯзи захираҳои об ва Рӯзи обуҳавошиносиро таҷлил хоҳад кард.

- Соли 2024 Конференсияи навбатӣ оид ба татбиқи Даҳсолаи байналмилалии об дар шаҳри Душанбе баргузор хоҳад гашт.

- Соли 2025 аз тарафи Созмони Милали Муттаҳид «Соли байналмилалии ҳифзи пиряхҳо» эълон гардид ва тибқи қатъномаи Созмони Милали Муттаҳид, Ҷумҳурии Тоҷикистон соли 2025 мизбони Конфронси байналмилалӣ дар мавзуи ҳифзи пиряхҳо хоҳад гашт. Ва мо ҳамагон умеди калон дорем, ки Тоҷикистон дар ин самт дар оянда ҳамеша пешсаф хоҳад буд ва бо ин васила боз ҳам обод хоҳад гашт.

- Саммити Оянда-2024 ва Саммити ҷаҳонӣ оид ба масоили иҷтимоӣ-2025 ва ҳадафҳои рушди устувор тавассути Форумҳо амалӣ хоҳанд гашт.

- Дар оянда Бунёди махсус ҷиҳати дастгирии амалҳои вобаста ба ҳифзи пиряхҳо таъсис дода мешавад, ки метавонад барои пиёда намудани иқдомоти зарурӣ ва татбиқи ҳадафҳо дар ин ҷода захираҳои молиявиро аз сарчашмаҳои гуногун сафарбар намояд.

- Бонки ҷаҳонӣ, Агентии байналмилалӣ оид ба энергияи атомӣ (МАГАТЭ), Иттиҳоди байналмилалӣ оид ба ҳифзи табиат, Эътилофи обу иқлим ва дигар шарикон дар муваффақ гаштани ин ташаббус саҳмгузорӣ хоҳанд намуд.

- Минбаъд зарурати ба кулли тағйир додани тарзи фаҳмиш, арзиш ва идоракунии об ба миён меояд, ки дурнамои рушди захираҳои онро инъикос мекунад.

- Дар якҷоягӣ бо кишварҳо ва ҷонибҳои манфиатдор Харитаи роҳ барои соли 2025 таҳия карда мешавад.

- Ҳамкорӣ дар самти ҳифзи пиряхҳо ва об байни тамоми кишварҳо оғоз меёбад. Хулоса, қудрати бузурги об, дар оянда дар он дида мешавад, ки қитъаҳо, кишварҳо ва фарҳангҳои гуногуни ҷаҳонро муттаҳид месозад.

Ҳақиқатан ҳам тамоми кишварҳою халқҳо барои ҳал кардани масъалаҳои глобалии ҷаҳон бояд гирди ҳам оянду муттаҳид шаванд, на ин ки баръакс, кишварҳои абарқудрат ба манфиати геополитикии худ шуда ҷаҳонро ноором созанд.
